The meeting was opened and closed due to an administrative error having occurred.
This meeting was inquorate. As such, the meeting was formally opened and closed. Following its closure an informal meeting of the committee took place to discuss two time sensitive agenda items. These will be brought back to committee for formal ratification at the next opportunity.
