The Tees Valley Combined Authority’s Constitution sets out how Mayoral decisions are made across the Tees Valley.

The Tees Valley Combined Authority’s Constitution sets out the functions that are to be exercised by the Mayor of the Tees Valley, including those that are to be made exclusively by the Mayor and those exercised concurrently with the Combined Authority Cabinet. These arrangements are prescribed through the relevant statutory instruments and the Constitution’s Articles and Scheme of Delegation.

In accordance with these provisions, the Mayor may take decisions in relation to those Mayoral functions assigned through legislation and the Constitution, including the discharge of certain transport, economic development, and regeneration responsibilities, as well as any other powers conferred on the Mayor through subsequent Orders.

Mayoral decisions may be taken in the following circumstances:

In the case of a key decision (as defined in Article 1 of the Constitution), the Overview and Scrutiny Committee will be notified within two working days of the Mayor’s decision being agreed. The Committee retains the right to ‘call in’ the decision where considered appropriate and in accordance with the criteria set out within the Constitution.

We are committed to transparency, good governance and ensuring that decision‑making processes demonstrate high standards of accountability. All Mayoral decisions will be recorded and published in accordance with the requirements of the Constitution and relevant statutory obligations.
