Tees Valley Combined Authority Group has been working hard for more than eight years to create jobs, boost the economy and transform Tees Valley – and we need your help.
Thanks to a devolution deal with Government, we have the funding and powers to deliver for our people and communities – spearheading a £1.7bn ten-year Investment Plan supporting local businesses and inward investment, and driving forward monumental changes in education, employment and skills; culture and tourism; Net Zero; place and transport.
The Group is formed of the Tees Valley Combined Authority itself, alongside Teesside Airport, Hartlepool and Middlesbrough Development Corporations and the South Tees Development Corporation.
Teesside Airport is in the middle of its ten-year turnaround plan to boost passenger numbers and bring more businesses onto its Business Parks, while HDC and MDC are regenerating the centres of their towns. The South Tees Development Corporation is working to deliver the Teesworks site – the UK’s largest industrial zone and heart of the Teesside Freeport.

Our Business Solutions Team supports Tees Valley businesses with growth strategies, training, recruitment, and apprenticeships. Known for collaboration and purpose, our team builds partnerships that drive positive change. By working closely with other departments, we create a supportive, people-focused environment, making a meaningful difference for the region’s businesses every day.
The Creative Place Team is focused on growing Tees Valley’s creative and visitor economies. We deliver initiatives that boost resilience and connectivity across the cultural and creative sectors. From festivals to heritage tourism, our projects showcase the region’s unique culture and creativity. Working alongside Marketing and Communications, we’re a lead partner in the Tees Valley Local Visitor Economy Partnership, building a vibrant, inclusive future for our region’s creative landscape.
Leading digital innovation, the Digital Team advances Tees Valley’s transport technology. From pioneering the UK’s first regional Digital Twin for bus reliability to developing intelligent transport solutions, our projects drive efficiency and enhance customer experiences. We work with local and national partners to make Tees Valley a leader in smart regional development by 2032, offering a unique opportunity for those passionate about digital transformation.
The Finance Team supports every department across TVCA and Teesside International Airport, fostering a collaborative environment where growth and development are encouraged. We engage with all areas of the organisation, providing financial guidance that drives both internal and regional impact. Our team is approachable, supportive, and dedicated to ensuring Tees Valley’s success through sound financial management.
The Governance Team ensures informed, transparent decision-making within TVCA. We manage the democratic process, providing essential support to the mayor, elected members, and the public. Our role includes overseeing Cabinet, Board, and Committee meetings, processing Freedom of Information requests, and coordinating public inquiries. With a cross-cutting responsibility, we collaborate with all service areas to uphold accountability, openness, and effective governance.
The Investment Development Team plays a pivotal role in Tees Valley’s economic growth through strategic investments. We provide data-driven insights to inform regional projects and align with broader economic goals. By building strong stakeholder relationships, we drive innovative solutions that support a prosperous future for Tees Valley. This team is ideal for those who enjoy using data and strategic thinking to make a meaningful impact.
Our Net Zero Team is passionate about environmental sustainability, contributing directly to Tees Valley’s ambitious Net Zero goals. Our projects range from supporting community energy initiatives to extensive tree-planting efforts. The Marketing and Communications Team is the voice of Tees Valley, shouting loud about the exciting developments and opportunities that make our region unique. With a £1.6 billion investment plan, a growing international airport, Europe’s largest brownfield site, and the nation’s top-performing freeport, we have no shortage of incredible stories to tell.
From business-to-business initiatives to consumer-focused campaigns, no two days are ever the same. Our team works with the media, major brands, retailers, airlines, international investors and local people and businesses in a diverse range of exciting roles.
The Operations Team leads two of Tees Valley’s Development Corporations—Middlesbrough and Hartlepool—focusing on project management, asset management, governance, and planning. Every day brings variety, with projects aimed at accelerating town center regeneration and stimulating private sector investment. Working alongside other TVCA teams, we are dedicated to driving dynamic change in these communities and providing a unique opportunity for public sector experience.
At the heart of TVCA, the People Team supports the group by fostering a positive workplace and driving strategic people initiatives. We stay current on employment law, update policies, and prioritise wellbeing, all while connecting with colleagues across the organisation. Known for being approachable and proactive, we work to enhance staff experience and support TVCA’s mission, making this team dynamic and impactful.
The Performance, Risk, and Assurance Team plays a critical role in shaping the success of the Tees Valley Investment Plan. We manage program performance, assess risks, and ensure financial integrity. With diverse responsibilities, we collaborate with partners and funding bodies, continuously refining our work to adapt to new challenges. Our supportive team culture and commitment to impact make this a rewarding place to grow.
The Procurement Team supports all areas within the TVCA group, including projects for Teesside International Airport, Adult Education, Creative Place, and major construction on the Teesworks site. We work closely with each department, advising on procurement strategies, regulations, and market engagement. With a fast-paced, varied workload, our team thrives on delivering value and positive outcomes that align with TVCA’s goals, including social value initiatives.
In partnership with local councils, bus and rail operators, and our vibrant communities, the Transport Team is dedicated to enhancing connectivity across Tees Valley. We utilise devolved transport funding to deliver impactful projects, making it easier for people to access jobs, services, and opportunities. Our work spans transforming railway stations, improving bus networks, expanding electric vehicle infrastructure, and supporting walking, cycling, and wheeling. With a friendly, collaborative team environment, we focus on creating a well-connected transport network, ensuring Tees Valley remains an outstanding place to live, work, and thrive.

Employees are entitled to 27 days of annual leave plus bank holidays. After five years of service, this increases to 32 days plus bank holidays. We also offer an Additional Annual Leave Scheme, allowing staff to "buy" 3–10 extra days each year (pro rata for part-time), providing flexibility for time off.
Health & WellbeingOur Employee Assistance Program offers unlimited access to Alliance Psychological Services. We also provide up to five physiotherapy sessions with Body2fit, with further sessions as needed. These services support staff health, resilience, and well-being in both personal and professional life.

Our group is committed to net zero goals, and we encourage everyone to contribute. Active travel cuts carbon and promotes health on daily commutes! Through the Cycle to Work Scheme, employees can hire bikes and equipment tax-free via salary sacrifice, with an option to buy the bike after the hire period. Bike storage is also available.
Car Lease SchemeAfter one year of service, employees can lease a car for up to three years through NHS Fleet Solutions, with no deposit and a fixed price. Aligned with our net zero goals, we encourage selecting low-emission or electric vehicles. Free on-site parking is available for all employees.
