Connecting the Walking, Wheeling and Cycling Network

We’re working to create safer, more attractive routes that make it easier for everyone to walk, wheel, or cycle between Thornaby and Stockton town centre.

By improving the walking and cycling network between key destinations, we aim to give people more choice in how they travel, whether for commuting, leisure, or everyday journeys.

These improvements will make walking, wheeling or cycling a more convenient, inclusive, and sustainable option for all, helping to create a healthier and better-connected Stockton.

There will also be improvements to bus journey times as a result of the proposals.

The Proposal: One Continuous Route

We are proposing to improve our walking, wheeling (using wheelchairs or mobility scooters) and cycling routes by creating a new continuous and accessible route across Victoria Bridge, connecting Thornaby to Stockton town centre, and to Thornaby rail station.

The new route will:

  • Link directly to two new active travel routes – one along Bowesfield Lane and another connecting Thornaby.
  • Provide better connections between Thornaby and Stockton town centre and to Thornaby rail station.
  • Make it safer and easier for more people to choose active ways to travel, including people using wheelchairs, mobility scooters and pushchairs, to get around.

This connecting route will create a safe, comfortable link across the River Tees, directly connecting key locations on both sides.

Giving People Transport Choices

Creating a continuous and accessible route will give people safer, healthier options to walk, wheel, or cycle their journeys. The aim is to offer more transport choices and to empower more people to travel actively and independently – making it easier to get to work, school, shops and services in healthier, active ways.

Key features of the scheme
  • New and upgraded crossings for pedestrians, wheelchair users, and cyclists.
  • A two-way cycle route between Westbury Street in Thornaby and Stockton town centre.
  • Some shared-use paths where there is not enough space for a two-way cycle route.
  • To ensure safer spaces for pedestrians, wheelchairs and cyclists, road space will be reduced.
  • Upgraded paths for walking, wheeling, and cycling.
  • Improved bus reliability by combining bus stops.

How will this improve journeys?
  • Better connections: The new route will connect Thornaby to Stockton to improve our local walking and cycling network.
  • Safer travel: New and upgraded crossings, improved paths and clearer routes will make it safer for people to walk, wheel and cycle.
  • Inclusive design: The route will be accessible for everyone, including people using wheelchairs, mobility scooters, and pushchairs.
  • Health and well-being: The scheme will support healthier lifestyles by making it easier to be active as part of everyday journeys.
  • Access to key destinations: better walking and cycling connections to Thornaby rail station, workplaces and local shops and services on both sides of the River Tees.
  • Support for local communities: Improved and safer walking and cycling routes between Thornaby and Stockton will make choosing healthier and active ways to travel an attractive option.
  • Quicker Bus Journeys: changes to traffic signals will allow buses to get through traffic quicker.

Next Steps

Following this period of public engagement, we will review and summarise all responses. These will be considered by the TVCA transport team and the Local Authority to help shape the plans further, ensuring they are deliverable, affordable and consider feedback received from the community.
