Many people use the Ingleby Way and Thornaby Road route to commute to work, attend education, and make everyday trips out of Ingleby Barwick.

We know that, during busy times, traffic often builds up along Ingleby Way, starting at the roundabout at Thornaby Road, where motor traffic must give way to northbound vehicles on Thornaby Road. During the morning peak, 88% of traffic turns left when exiting Ingleby Way.

Funding: The project is 100% externally funded from the Department for Transport’s City Region Sustainable Transport Settlement (CRSTS) bus priority programme. This Department for Transport (DfT) funding must be spent on delivering sustainable travel infrastructure improvements for people walking, wheeling, cycling and using the bus. This funding may not be used for other projects or purposes.

A new left-turn filter lane

To help reduce these delays, we are planning a new left-turn filter lane from Ingleby Way onto Thornaby Road (towards Thornaby).  A new filter lane will allow motor traffic turning left from Ingleby Way to merge onto Thornaby Road, reducing the amount of queueing and improving journey times.

To accommodate this change, the existing bus stop on Thornaby Road, located closest to the roundabout in the direction heading towards Thornaby, will be moved further away from the roundabout. This will create the space needed to accommodate the new left-turn filter lane.

A new, safe road crossing with for walkers and wheelers

In addition, several active travel improvements are proposed. The walking path will be extended to connect with the relocated bus stop, the existing cycling and walking path will be resurfaced and realigned, and a new puffin crossing will provide a safe crossing point on Thornaby Road for people walking and wheeling (using a wheelchair or mobility scooter). To accommodate this crossing, the nearby bus stop heading towards Ingleby Barwick will be moved closer to the roundabout.

Key features of the scheme
  • New left turn filter lane on Ingleby Way turning onto Thornaby Road.
  • Bus stops moved – The bus stop heading towards Thornaby (closest to the roundabout) on Thornaby Road will be relocated to make space for the filter lane. The bus stop heading towards Ingleby Barwick will be moved to make space for a new walking/wheeling crossing.
  • A new crossing for walkers/wheelers A new puffin crossing for walkers and wheelers will be added on Thornaby Road near the relocated bus stops.
  • Optimising traffic signal timings at the Thornaby Road/A174 junction to reduce queuing.
  • Improved paths The walking, cycling and wheeling path will be resurfaced and realigned to keep it safe and smooth.
  • No trees will be removed.
How will this improve your journeys?
  • Quicker journeys Buses and other vehicles turning left will be able to bypass the roundabout completely. Our work shows vehicle journey times between Ingleby Barwick and the A19 are improved by around two minutes during the morning peak times.
  • Reduced queuing Our work shows that queues at the roundabout will be reduced in the morning peak.
  • Improved safety and reliability Upgraded paths and crossings for walking and wheeling.
What this means for you.
  • Drivers – Less queuing and smoother journeys.
  • Bus passengers – Buses will benefit from the reduced queueing, leading to more reliable bus journeys.
  • People walking or cycling or using wheelchairs (wheeling) – Improved paths and a safe crossing to and from Teesside Industrial Estate for people walking or using wheelchairs.

These improvements will make every day journeys faster and more reliable, while also creating safer, more accessible routes for all road users.

Next Steps

Following this period of public engagement, we will review and summarise all responses. These will be considered by the TVCA Transport Team and the Local Authority to help shape the plans further, ensuring they are deliverable, affordable, and consider feedback received from the community.
