Brownfield Housing Fund

The Brownfield Housing Fund is a public funding land enabling programme, which is devolved to Mayoral Combined Authorities and supports activity to remediate land and enable residential development to be delivered, where without the intervention of BHF would otherwise stall or remain undeveloped.

Brownfield sites can be challenging to develop, as they generally have issues relating to contamination or existing infrastructure that makes development more expensive. First announced in 2020, our current £32,926,033 Brownfield Housing Fund (BHF) (rounds 1, 2 and 3) is delivering over 1,500 new homes on 11 brownfield sites across the Tees Valley Region.

Tees Valley Combined Authority is now welcoming applications for a fourth round of BHF grants, to help us deliver more homes on brownfield land across our region. The 2026 BHF round 4 allocation for the Tees Valley was announced in April 2026 and aims to unlock 1,085 homes with £32,549,299 capital grant over four years, with £15.69m available for allocation to schemes in Year 1 (2026/27), £3.48m in Year 2 (2027/28), £3.48m in Year 3 (2028/29) and £9.9m in Year 4 (2029/30). The fund is devolved to TVCA and is managed as part of our Investment Fund, in line with our current assurance framework.

TVCA are seeking EOIs for potential projects that unlock housing development on brownfield sites and enable new homes to start on site by March 2031 at the latest. Projects must fit the strict criteria as set out below. Please complete the proforma for each project that you wish to be considered. Please note the deadline for entry to be considered for Year 1 (2026/27) grant allocation is 12pm on 4 September 2026. Applicants will be advised of the outcome by early October 2026.

Schemes must:

  • Be located on brownfield land.
  • Be within the Tees Valley area.
  • Demonstrate market failure and a viability gap.
  • Be capable of defraying all BHF monies and starting new homes on site by 31 March 2031.
  • Align with local strategic housing and regeneration priorities.
  • Provide evidence of planning status or intent to secure planning permission.
  • Demonstrate deliverability including land ownership or control.
  • Provide measurable outputs including housing units and social value impacts.
  • Agree to monitoring and reporting requirements as set by TVCA.
