Hartlepool Innovation and Skills Quarter (ISQ) Phase 1 – The BIS Creative Industries Managed Workspace

The Innovation and Skills Quarter (ISQ) aims to revitalise Church Street and develop a thriving creative industries quarter based around the Northern School of Art’s new campus. The ISQ will strengthen links between the town centre and Hartlepool Waterfront. This phase of the project:

  • Created ‘The BIS Creative Industries Managed Workspace’ offering small-scale, high-quality, affordable studio and workspace for up to 31 start-up businesses around the former GPO Building in Whitby Street;
  • Delivered major streetscape and connectivity improvements to tie the new The Northern School of Art campus to the town centre and the marina;
  • Improved pedestrian crossing and traffic management arrangements at Stockton Street; and
  • Improved the Church Square heritage area, providing space for public events and exhibitions.

The project aims to encourage the growth of a creative industries cluster, capitalising on graduates from The Northern School of Art and Hartlepool College and changing the mix of businesses in Church Street, encouraging daytime business and leisure uses.

This proposal was supported with £233,000 from the Development Fund to develop a robust business case.
