Audit & Governance Committee Independent Member
The Tees Valley Combined Authority was created in April 2016, following the signing of the devolution deal with government. It is a partnership of the five Tees Valley Local Authorities; Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton-On-Tees, and has fully integrated the Tees Valley Local Enterprise Partnership. Its purpose is to drive economic growth and job creation in the area, working closely with the business community and other partners to make local decisions to support the growth of our economy.
Under the devolution deal, the Combined Authority is taking on new responsibilities previously held by Westminster and Whitehall for transport, infrastructure, skills, business investment, housing, culture and tourism. On the 4th May 2017, the people of the Tees Valley elected a new Tees Valley Mayor, who chairs the Combined Authority and works in collaboration with the partnership to drive economic growth.
The principles of transparency and accountability are embedded within the decision making processes for the Combined Authority and a key part of this was the establishment of an Audit and Governance Committee. The Committee plays an important role in assuring sound governance, effective internal control and financial management, and that the Combined Authority observes high standards of conduct in public office. The Committee’s membership is comprised of one elected member from each of the five Local Authorities and two independent members.
Due to the resignation of an existing member the Combined Authority is looking to recruit an independent member (finance matters) to join the Combined Authority Audit and Governance Committee and additionally represent the Combined Authority on the South Tees Development Corporation Audit & Risk Committee. This member will assist both committees in the discharge of their financial functions.
Candidates for this role will need to demonstrate knowledge and experience of audit, risk management, performance management, and corporate and financial governance and controls.

Please note that to be considered as an independent member for the purposes of this Committee, you cannot:
- be under 18 years of age
- be a member, co-opted member or officer of the authority;
- be a member, co-opted member or officer of a parish council for which the authority is theprincipal authority;
- be a relative, or close friend, of a person within sub-paragraph b or c; and
- be at any time during 5 years ending with an appointment:
a member, co-opted member or officer of the authority; or
a member, co-opted member or officer of a parish council for which the authority is the principal authority.
Please note that the independent member positions are not open to Elected Members of the Constituent Local Authorities (Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton on Tees).
