A689 Improvements Hartlepool – Stockton

The A689 plays a vital role connecting Hartlepool and Stockton to the A19 and A1(M).  

It is a key link between the two main north-south roads and used for journeys to and from Middlesbrough, Stockton, Redcar and Hartlepool.  

However it suffers from congestion and there are limited options for cycling and walking.  

The TVCA has developed interventions to address pinch points and increase capacity. It aims to reduce journey times, improve reliability and boost access to employment sites and new housing.

The package includes:  

  • A19 / A689 Junction improvements – with traffic lights installed on the services roundabout, as well as an A19 cycle/pedestrian overbridge, and carriageway widening of the grade separated junction to create three lanes on the northern overbridge. 
  • Park Road/Huckelhoven Way Junction – widening of the approaches and providing additional lanes. 
  • The Tesco/Burn Road Roundabout – widening the eastbound approach to two lanes. 
  • The Brenda Road/Belle Vue Way Roundabout – left turn filter lane created running from the north-eastern A689 arm to the southern B1277 arm. 
  • Stockton Road/Belle Vue Way – realignment of the A689 central reservation on the westbound approach and provision of dedicated right turn lane into Stockton Road.
  • Owton Manor Lane roundabout – replace the roundabout with a traffic light junction. 
  • Truro Drive Junction – provision of an additional left turn lane on the A689 northbound approach.
  • Dalton Back Lane/Greatham Back Lane crossroads – removal of the staggered junction and existing uncontrolled right turn arrangements, and replacement with full signalised turn. 
  • The A1185 (Wolviston) Roundabout – widening the northern circulatory section to three lanes. 
  • Wynyard Avenue/A689 – traffic lights
  • Hanzard Drive/The Wynd/A689 – a cross road, with traffic lights and a pedestrian crossing over the A689. 

There will also be improvements to cycleways and footways to connect existing infrastructure – and offering a traffic free shared-use route on the corridor from Hartlepool to Wynyard.
