This scheme will deliver a new route from Hartlepool to the A19 to support the growth of the borough.
It aims to relieve pressure on the A179 and the A689 to the A19 – and consists of a bypass for the village of Elwick as well as an overbridge and separation on the Elwick North junction to the A19.
It will provide a third main route into Hartlepool and unlock significant housing in the west of the borough.
It also aims to improve safety through Elwick village – and ease issues from the current right turn onto the A19.
The Combined Authority has previously committed £4.2million to the project.
A further £5million to fund the project to completion was agreed by the Combined Authority Cabinet in January 2024.
The remainder of the cost will be met by Hartlepool Borough Council.
